The funniest racist comment wasn't even said by Carter. It was by Lee
"I'll bitch slap you back to Africa!"
"Believe me. I tied my own shoes once. It is an overrated experience."

He didn't say it to Juntao. Juntao was the alias of that British guy who worked with the Consol. The blonde Asian's guy was named Sung [or Sangsomething like that] and Lee said that "Blackenese" line to the guy who was escorting him upstairs.

It's not racist to laugh at anything. Making a joke doesn't make you racist. Hating an ethnicity makes you racist.

I think it's mostly Tucker's delivery of those lines that make us laugh. Also take in to consideration the fact that Jackie Chan was fine with having the script inclusive of those jokes.

There's racism in the Bible - nothing wrong with it. My dad is a man of colour and he tells the best racist jokes (about people the same colour as him).

It depends on context and intent. It wouldn't be funny if he just stood still and said these random things to an Asian person that came by him.
So, its okay to laugh because you're seeing it from the characters perspective - One from his point of view and another retrospectivily.

Ya I consider them racial, not racist. Carter didn't 'hate', just teasing with jokes.
I agree with the 'characters's perspective' . People hate South Park or call it racist when really its usually the character Cartman that is the reason. Its not like South Park or this movie started with a "hey kids, this show/movie is ment to hate the chinese/etc".

I'm curious, hypothetically, what if the roles were reversed and it was Chan who was making the majority of the racial jokes about African Americans? Would people be just as cool with it as they are now?
Apparently I have always found that it is generally tolerated if one makes racial jokes about other races
                              EXCEPT
African Americans. That is a complete no-no and would immediately be labelled racist.
Why the double standards??? A black guy can makes jokes about whites and that would be called funny but a white guy making jokes about blacks is immediately deemed distasteful and racist.
Mr McGee, don't make me angry. You wouldn't like me when I'm angry!

I'm cool with all of it.
But it's only accepted by the mainstream because it's a black guy and an Asian guy saying most of it.

That's an interesting question. I think it would actually be ok though, as long as the casting is the same.
I was going through some of quotes today, and was shocked at how many race-themed jokes there were. I wondered if it would fly today. But I think because Jackie Chan was the good guy and co-hero, it went over a lot better. Even though it was a black guy saying the jokes, Jackie Chan was ok with it, so why shouldn't everyone else be ok with it? I think the same reasoning would apply if the roles were reversed. It definitely helps that they're both minorities though.
Also though, it seemed to me that Chris Tucker was making fun of himself/black stereotypes throughout the film.

You hit the nail on the head. It's funny because we're supposed to be laughing at how dumb he is making those jokes. Now if one actually finds the jokes themselves funny or clever, they're on a different bus

Minorities cannot be racist, only prejudiced. If it is said from one minority to another, it is not as big of a deal. If it is said by a white majority to any minority, then it is racist. True story.
