Cartman is a crook we know and love. He's up to something.
Usually. But, this feels different. 'member, we are seeing his internal fantasies as he walks on Mars. He is blissfully happy for the first time in his life.
If he were planning some elaborate scheme resulting in massive destruction, his personal fantasies would show it to us.
Now, the Danish are threatening to accidentally destroy his new-found bliss. He may yet resort to doing something truly evil. But, he was not planning something big all along; he was a changed man. Unfortunately, the world will change him back.

Correct. But the point we are disputing is whether he planned all this ahead of time. I believe that he did not.
