If I was Brandy, as an actual singer, I'd have been offended that they asked JLH.

I wouldn't have been. Brandy is a horrible name for anything other than an alcoholic drink.

JLH had a singing career in the 90's as well. In fact, she had released three albums by the time that movie came out (and another one after that).
She was the main character, and arguably the biggest name in the cast. It makes sense they would ask her to record the theme song.
