Annette Benning's character sucked

I hated her character in this. I understand that a large part of it is writing and directing, but there's a smarmy coldness to her that makes it impossible for me to like her. Also, of course, her naive and arrogant decision to sleep with this guy and protect him because he's her lover.
I realize the film wants to be more intelligent than just us liking all the good guys, but I wonder- was this on purpose? Are we supposed to dislike her character?

I didn't mind her character but it was a bit simplistic. She represented the CIA in the film and that was all we ever see of the CIA I think. IRL with events occurring like those we saw in the film I really think the CIA would be more visible and be coming under a lot more political pressure than we saw in the film, to reveal what they knew and had to do with characters such as Samir.
