How do we solve the Mexican problem?

“That Mexican” whom we have so long contemplated from north of the Rio Grande, has therefore come to live with us. With his inherited ignorance, his superstition, his habits of poor housing, his weakness to some diseases, and his resistance to others, with his abiding love of beauty, he has come to pour his blood into the veins of our national life. “That Mexican” no longer lives in Mexico; he lives in the United States. The “Mexican problem” therefore is no longer one of politics; it is one of people. It reaches from Gopher Prairie to Guatemala.

What law? Please elaborate on how and why this riot started.
