Why did shaft throw people's in jail? Was it apart of his plot to get christian bale? How?
Also why did shaft kill people's little brother?

In the film, Shaft and his crew were investigating Peoples' crimes and his crime sting, which composed of many violent drug dealers. So I believe he was going to have all of them arrested anyhow.
