    The character is based on Wesley Crusher, who was played by Will Wheaton in "Star Trek: The Next Generation" when he was a teen. Note that Tommy in the "Galaxy Quest" TV show was a child when he was on the show.
    I think all that is being parodied is having a cast member who was very young when the series was first filmed. I never watched TNG so I'm not sure what else, if anything, is being parodied here. I'm not sure if audiences didn't like the character, or didn't like that he was a minor I guess supposed to be so brilliant he could be on a starship crew even as a teen.

            He was a parody of both Wesley and black kids in 80's sitcoms like Gary Coleman.

                I thought the character was based more on Chekov. He was the youngest member on TOS (though obviously not as young as Tommy) plus, like Tommy, was a navigator.
                Plus, every character was a pastiche of a TOS character, it doesn't make sense to suddenly have a pastiche of a TNG character, especially one that's generally disliked. Conversely, Chekov seems pretty popular.
