The only character that I have ever really disliked was Olivia. Luckily, we only had to endure two episodes of her.
Cleveland's kids would make the list, but luckily, the writers are being smart and keeping them in the background most of the time.

Brain. Everybody is still defending him. I've mentioned it before and I'll say it again. Brian is a lying, murderous, sexist, arrogant, a**hole dog!! He has hurted people physically and emotionally, murdered the person experimenting on dogs,commited statuary rape, (I agree with another thread and that person is right), treats women like sh*t and all he wants to do is beep them. He is the new Quagmire. In an upcoming episode, he pretends to be a billionare to sleep with a woman. That is something Quagmire would do not Brian. Brian is a fraud and I'm glad he gets called out for who he really is.
