I take it you dont know much about law enforcement? Thats fine. First of all S.T.A.R.S. isnt a military organization. They are a task force made up of police officers with exceptional skills. (Chris being a former Airman for one). They all fall under Wesker, who is the captian and reports directly to the chief of police, who we see in RE2.

Being that S.T.A.R.S. is law enforcement and not associated with the military at all they wont be quite as armed as you say, but close. I'll address all of your points as well as I can.
-Sub machine guns are a yes. Everyone would be outfitted with one. But not all that other stuff. Of course they'd have flashlights but everything else is pretty much out.- Sniper rifles would only be used by the teams sniper, whoever that is. And in an operation like this I dont see them even bringing sniper rifles with them. It just doesnt fit this mission.
- Light machine guns wouldnt be in use at all.
- Shotguns would be on the helicopter but everyone wouldnt be carrying them. And those who did would only be using compact short barrel shotguns. Probably not what you're expecting.
- Everyone would have a sidearm, but not with all that other junk. Just not feasible at all. In a real life situation you wont see law enforcement personnel with "optional extended magazines and accessories".
- Everyone will have one tactical knife. Some people prefer to have two (I do)
- Flashbangs yes. But thats all. These are police officers, not soldiers.
- Most police helicopters dont have mounted mini guns. When have you ever seen that? Never. The most they'd have on the heli would be a mounted fire suppression emplaced weapon. More than likely an M60 Machine gun or a M240 Machine gun. But even this is pushing it. The copter isnt likely to be armed like that.
Basically to sum it up: S.T.A.R.S. is a police taskforce whos main priority is to make arrests. Not to blow people away.

Great explanation! I always considered them kind of elite local police and just what they are, Special Tactics and Rescue Squad. More medic/evac/tactics, not so much offensive with artillery. I dont see Racoon city having had too many giant cartels and gun wars. Considering everyone was in umbreallas pocket.
