Yes, all the deaths are Urban Legends, they're just not very well known ones.

Remember also, that almost every Urban Legend was explained at some point in the first film at some point.
This film explained a few, but not all of them. Like I never understood why he hung that girl from the bell. Not sure which Urban Legend that is. Had they explained it at some point, it might have been more effective, but to me, she was just a girl hanging from a bell.
