Why do they make the women dress up in shiny capes?

This film had some of the most bizarre execution scenes. They made the women (like Preston's wife) dress up in a red, latex looking cape before she was to be "incinerated". It actually looked flame retardant. Anybody know the purpose for this ritual? I heard this film was based on a comic book. Any background info on this?
The wife should have received more time in the movie, she was insanely beautiful. Other than her, the movie really sucked in my opinion. I tried to take it seriously, and expected much more based on high netflix ratings, but it seemed so low budget, the plot had so many holes, and it quickly descended into nothing but a silly matrix kung fu rip off.
The opening scene post WW-3 scene, showing past footage of Hitler and Saddam and the atomic bomb was interesting and made me expect a great futuristic 1984 style psychological thriller. I was let down by this movie, especially the terrible ending. -

The only logical explanation would be because they did not want them naked. Maybe its the censors.
But it could also be not getting naked in front of executioners.
You might ask why not in her regular clothes. A plausible explanations would be that they retain it for evidence and also its must a security issue.
They make the man naked and burn them I guess But they don't want the other ment "feel" anything so they put them in a cape.
