The Deep State is real, not a right-wing conspiracy. It's composed of entrenched liberals in all levels of government that fight against conservative, common sense ideas and they also engage in cover-ups of the things they do.
This will explain it better than I can:
The liberal media loves to characterize the Obama years as free of scandal. They pretend this is true because virtually every office in the executive branch worked to withhold evidence of wrongdoing, silence witness testimony, destroy federal records, classify embarrassing information, and retaliate against truth tellers. Yet these same tight-lipped lifers leaked like a sieve once President Trump was sworn in, freely promoting the illusion that everything he does is the new Watergate.
Sometimes even conservatives portray the Deep State as nothing more than dumb inefficient bureaucracy. In fact, it’s the opposite; the Deep State is intentional, unconstitutional, and organized.
In Deep State, Jason Chaffetz reveals an entrenched leadership within the civil service that resists exposure, accountability, and responsibility. At the highest levels, they fight back, outlast, and work the system for their own advantage. And they certainly don’t like disruptive forces such as Donald Trump.

This book review also does a good job of explaining what the Deep State is:
I have never before purchased a "political" book. They tend to be repetitive, politicized, and obsolete in six months. The title DEEP STATE was intriguing, though, so I purchased it from Amazon.com. The book was released on September 18 and I received it one day later (great job, Amazon).
Chaffetz has written an excellent book that will not soon be forgotten. While he mentions the political coup currently underway in Washington, DC, this book does much more than to remind us of the crimes committed by James Comey, Andrew McCabe, Strzok, Page, the Ohr's, Christopher Steele, Rod Rosenstein, et al. It also recounts Congressman Chaffetz' frequent teaming up with Democrat Elijah Cummings in their attempts to fight waste and corruption in our Federal government. It informs the reader of the countless millions of dollars wasted by the EPA, spending that has nothing to do with the environment. It tells us that in 2014 70% of federal employees received bonuses costing taxpayers billions of dollars, that Lois Lerner received nearly $200,000 in bonuses during the three years the IRS was illegally singling out conservative non-profits and denying their applications. Her criminality resulted in 4.5 million dollars being paid by us taxpayers for those who were targeted. He mentions how all federal employees receive free health insurance, 401K's, and pensions. Retirees, by the way, have no deductibles and no premiums to pay for their insurance. And it is all but impossible to fire one of them because of their various powerful bureaucracies. Of course, it is impossible to write about corruption without mentioning Hillary Clinton and President Obama's cover-up of Benghazi. I could go on and on; but I don't want to spoil the ending. Even the Epilog, recounting a historic event involving Sam Houston, Andrew Jackson, and Francis Scott Key, is interesting.
I recommend this book to anyone with the stomach to learn how disgusting and entrenched the Deep State is.
