Why is the guy who ran into Leon named Michael on IMDB's cast list?

This is the character played by Russell Dykstra. I don't think the character's name is ever mentioned in the film and in the credits, he is just called mystery man. Also on Wikipedia, the character's name is apparently Neil Toohey which is even more confusing.
