            Yeah, it is Lisa Ann Beley's voice. Just like you can hear Brad Swaile, Kirby Morrow, Mark Hildreth and Ted Cole throughout the expendable extras. The company was lazy about finding different voices.
            I believe Relena is meant to resemble the little girl to explain why Heero had such inner turmoil about killing her and to further mess up his mind with PTSD from the tragedy.

              I did notice other characters with the pilots' voices, that makes sense now.
              I agree with your point. It definitely could explain why Heero could never bring himself to kill Relena. He had no problem going through with it in Episode 2 of the series before Duo shot and stopped him. But then you see in Episode 6 when he had the chance to kill her again with his Gundam, he completely misses her and asks himself what is wrong and why can't he do it. I never considered that analogy. Maybe by not killing Relena he feels he's redeeming himself for the death of that little girl.

                I thought it was Relena at first cause Heero couldn't kill her and such.
                And then I'm thinking it could be someone related to her or looks like her
                cause if that was Heero and Relena then, and then there Heero and Relena now ..
