can someone explain that? it is the kid who saw Hank, so it must have truly happened. but why did Hank never said anything to the kid, and just went back to the dark place, where Phil saw him?

well Hank actually did something to Jeff in the stairwell. "What are you doing here?" which is exactly what Hank asked Gordon in the tunnels that night before he was stabbed in the eye with an icepick.
Now clearly he was "lobotomized" as Mike explained earlier. AKA braindead. He was wandering around repeating the last thing he said "What are you doing here?" just like he asked Gordon. The sunglasses were the "treatment" for the black eye. Its all in the movie. Pretty creepy too.
So basically Jeff sees Hank wandering around the insane asylum wearing sunglasses- with an icepick in his eye. At this point Hank is brain dead from that ice pick and his brain is basically malfunctioning- repeating the last thing he said. After Jeff left Hank kept on wandering for some reason- back to the dark tunnels.
