It's not a similar storyline, nor does it have the extreme events. But I found Linda Linda Linda to be quite similar.
          But you decide.

A Brighter Summer Day by Edward Yang. An epic about a group of teenagers living in Taiwan Very different in visual style, but similar in other ways. Warning: this is a very long movie.
                there will be snacks.

Alejandro Gonzlez Irritu's Babel would be a good suggestion. for me the japanese storyline carried the same atmosphere as lily chou-chou. i watched it on the plane back from japan and it brought some things to light about the youth culture i was leaving behind me. but lily chou-chou is homegrown so it will always come out on top.

                                Bright Future by Kiyoshi Kurosawa.
Millenium Actress and Perfect Blue, those are anime films with a similar feeling and sense of alienation. Both directed by Satoshi Kon.
                                Volcano High by Tae-gyun Kim
Somehow this movie reminded me Stanley Kubrick's A Clockwork Orange
Finally I'm agree with the poster who mentioned Gonzlez Irritu's Babel. But only the japanese segment.
