Definitely All About Lily Chou-Chou. I adore that film. Also Dancer In The Dark by Lars von Trier, or Stroszek by Herzog, another film about the poverty-stricken European's infatuation with "the american dream". Also Nobody Knows, a Japanese film about a bunch of (much younger) children abandoned by their mother and having to cope with isolation.
Tomorrow is my birthday. -

Maybe you would enjoy "The Celebration", af film by Thomas Vinterberg.
It's about a grown man facing his childhood with child abuse.
Maybe not as bleak as Lilja 4-ever, but it still has that scandinavian something. -

i have to wholly disagree with this statementwith respect.
Christiane f is an amazing, shocking and memorable film that is extremely engaging. Great acting, rich subject matter and brutal, unforgiving settings and situations. I only saw it about a year ago and it affected me majorly. -

I agree. I remember watching it about 20 years ago and recently rewatched it. It was a brutal movie. One that stuck in my mind for a long time (sort of like Lilya 4-Ever) - both made impacts on me.

One film that hasn't been mentioned is
Rosetta
. I liked Lilya, but Rosetta is a much more accomplished film imo. Has a similar plot (young girl trying to survive by herself - though does not tackle the same issues of Lilya) and a realistic style. The acting and directing are really great, the Dardenne brothers have a really unique style, that looks simple but takes great skill to pull off. I love it, thoroughly recommended.
