$60 million budget? That's it? They built a terminal?

How is the budget for this film only $60 million? It has a-list director, screenwriter, and main stars. On top of that they built a functional terminal. Isn't $60 million really low?

"Steven Spielberg traveled around the world to find an actual airport that would let him film for the length of the production, but could not find one. The Terminal set was built in a massive hangar at the LA/Palmdale Regional Airport."

"Everything functioned in the set as in real life. There was real food, ice cream and coffee in the appropriate outlets. The escalators were purchased from a department store that had gone bankrupt. Each of the outlets featured in the concourse building was actually sponsored by the real company."
I assume based on this quote that massive sponsorship by the respective stores helped fund the set. -

It's a rather large set, but it's the only set they needed. Except for a few shots near the end everything was filmed on this set. Other films with similar budgets may have a couple dozen of elaborate sets constructed.
