Well it didn't help that in this story they never explained successfully
1)Why was the Doctor even on top of young Grant's building in the beginning???
2)Where were young Grant's Parents???
3)Why did the Doctor even go to Harmony in the first place, i mean how did he even have any idea something was bad or wrong with them in the first place???
4)What was up with the Doctor eating Sushi during that bit where that guy was getting his brain replaced???
5)Why did those Surgeons have the Same level or even greater strength than Grant (as the Ghost) during the building top scene???
6)Why didn't UNIT investigate the Ghost, i mean he could be a serious threat for the rest of mankind, and they haven't been always known for following the Doctor's advice???
7)Is Moffat secretly jealous of the fact of Arrow (and the CW DC shows) are better shows than current NuWho under him is??? Both Alex Kingston and even John Barrowman have giving better performances there than they have on Moffat's current run of nuWho.

Pffffffffffffffffffft. That's the funniest thing I've seen all day. Barring Supergirl, the CW DC shows are all complete schlock. Every other episode of series 9 barring Heaven Sent could've been a literal dog turd on screen for 45 minutes and by virtue of that story alone Moffat would've still achieved more than Arrow, Flash or Legends of Tomorrow by a country mile.

I don't see the quality people keep talking about with "Heaven Sent." It felt it was way too convoluted and pretentious.
Regardless, even if it is a gem, one episode every few years does not make a show (not that the DC shows are all that good). -

He was tidying up the temporal damage created by Himself and the Weeping Angels
2)Where were young Grant's Parents???
In another room as seen at the beginning.

Maybe they were but UNIT does seem to move slowly

There still should have a tighter explanation for why he was there.

The problem is he knows the aliens are going to kill that guy and he just ignores him altogether. Plus his lack of any concerned response of that guy getting killed by the aliens in the scene where the German guy pulls a gun on them also continues the callous disregard the Doctor had for that guy.

The episode had constantly shown that the Ghost was not only super strong but super fast as well, so what stopped him from using his super speed along with his super strength to stop them and save her???

I don't see the need for a tighter reason he's never needed a reason to turn up anywhere over the last 53years, why start now?
Maybe it's a bit dark but as the Doctor has pointed out on several occasions he is not human.
Even Superfast doesn't mean you can be in two places at once and there was the baby to think about.
Or maybe we are just looking into this too deeply.

Wow you really didn't watch the episode properly did you.
- he was on the roof fixing time distortions hence the big machine and the gem stone
- grants mum was there did you miss the bit with capaldi hanging from the roof asking to come in and he has to check with his mum.
- he's the doctor that's kind of his thing he lands where there's a problem and goes and sorts it out that's the whole show.
- umm he was hungry (these questions are getting dumber and dumber)
5)they didn't but he wasn't going to do anything because they had Lucy and he flew off as soon as he wanted to.
6)who says they didn't - you are either inventing things to whine about or you just really can't pay attention

That's not a big thing for the doctor in general and 12 it's even more frequent: let's Ross die in into the Dalek, same with the 2 guys from mummy on the orient express, leaves everyone after he thinks they woke up in last Christmas, left Davros as a child (different I know but still kind of counts) lets o donnel die to test his theory, watches as the cyber man is killed by the raven and kills the general in hell bent, also let the space ship crash in darikium killing all the criminals on board.
That's what 12 is like he'll save who he can but he understands that some people he can't save so has to accept it. All those people I mentioned would've died no matter what he did and he knows it so he doesn't believe there's any value in wasting time on people he knows he can't save.
