    Fact He Hated Using Guns
So did Quiller. So did Danger Man.
Fact He Never Settled For Just One Woman
True for a lot of action-adventure heroes.
    Not
really true for the Doctor - his female companions tended to be long term.
Fact He Had Companions that Participated In His Adventures
You mean he didn't work alone at all times?
Fact His Main Villain Kept Returning From The Dead
A trope that can be found in many comic books, kids' cartoons, and the Basil Rathbone Sherlock Holmes.
Fact His Living Quarters Changed Multiple Times Over The Course Of The Series
Oh dear, that's a real stretch.
Fact We The Viewers Never Learned His Real Name Till The Final Episode
A very popular trope. See Clint Eastwood in the Dollar films. Number Six in The Prisoner.
Fact His Catch All Device That Got Him Out Of Anything Was A Swiss Army Knife With A Screwdriver
    Now that's
    really
    a stretch.
Meanwhile, how many Macgyver episodes feature time travel? Going to other planets? Aliens on Earth? The Earth threatened with invasion or destruction? Regeneration? Travel to parallel Earths?
It is almost always possible to say X is like Y if you play up the similarities (no matter how trivial) and ignore the differences (no matter how important). Arguably fun to do, but arguably fun to demolish too.
So this is permanence, love's shattered pride.
What once was innocence, turned on its side.

Most of that can be associated with hundreds of characters

Macgyver regenerated into a far less likable incarnation this year.

Well, Doctor Who is actually the British MacGyver. Then Moff got his hands on a time machine and went back to the 60s to give it to Sydney Newman, who then added all the space & time bits.

                Just remembered
Fact Terry Nation Wrote For Both Series
But the similarities are way too generic to support the premise.

                    The Doctor is really Batman?
Explains a lot. And not that unlikely a premise, either.

He regenerated into Lucas Till. It's more Mcgyver: Mission Impossible, deftly combining the worst features of both shows.

And I thought nothing could be as Bad as the The Saint remake a couple years ago.

The American Doctor Who is Rick Sanchez!

Yep, a typical badly handled remake.
