Correct. If a president orders the military to murder someone–or a whole lot of someones–this ruling not only allows him to do it, because commanding the military is a constitutionally-granted power, but makes any prosecution impossible. Trump's lawyers argued, at every stage of this case, that a president could order SEAL Team 6 to execute his political rivals and that could be considered an "official" action, for which he would enjoy "total immunity." The Supreme Court agreed.
The court essentially ruled the constitution to be unconstitutional. An example that illustrates the absurdity of it is that the constitution straight-up says a president can be impeached for taken a bribe and then prosecuted for it, whereas this decision makes it impossible to prosecute a president who takes a bribe in exchange for some "official" action, because it bars any court from even examining his motives for any such action.
