But that's the point. He was walking away from the relationship. Had he wanted further action, he would have knocked on the door to return the glass. As it was, he saw that only one of them wanted to continue as a couple, so he decided not to continue at all.

I think they both had feelings towards each other but, they were cowards and could not afford to be together again. Especially, her keeping his photo shows how desperate she is. And at the beginning we see him more eager to the meeting. So, it is his choice to continue the relationship, if he was to pursue it he could succeed it. In short, there was hope. And I don't mean that he could have returned the glass at that moment, but maybe days after to let things settle and give her some time.

He wanted to leave the glass on the doorstep in such a irresponsible manner that she would inevitably step on it with bare feet when she went out to get the morning newspaper and bleed to death and he would never have to face up to the fact that he walked away from a sure thing and a chance of happiness..

In the commentary the director explains that the guy is a psycho, and has left the glass on the step knowing that she sometimes steps out barefoot in the morning to pick up the newspaper. He's hoping she'll step on the glass and cut her foot. The director says he's not sure "dumb Americans" will get the subtlety.

In Canada the doors generally swing out. Also, in Canada a woman's genitalia actually looks like a real beaver, with teeth and all. That was why there was no full-frontal nudity in the movie. They thought Americans would be too grossed out.
