If Joffrey or Tommen were exposed as being Bastards and forcibly removed from the throne, without Cersei or her father or Jamie to protect them and stop it all, would they have ever been sent to live and work on The Wall for the rest of their lives?
Surely Joffrey as the Bastard King would have been very popular at the wall, given crap jobs and becoming a whipping boy for everyone, Tommen at least was nicer and would take orders and obey, but he was far younger and not mean or crazy like his brother was, and was their an age limit for service at The Wall?
Underage boys younger than 15-17 might not serve on the wall but be forced to work somewhere else until they were old enough to become Men Of The Knights Watch, no boys there, just very young men, two Bastards of noble blood that had once ruled or lived in luxury would be miserable there, but being Bastards they would be eligible for service, Joffrey might even try to escape and recruit Wildlings to help him get back into power again, if he comes back to power he gives them a noble house and lands or something like that, good deal maker. -

Joffrey or Tommen might beg not to killed, because they were only doing their duty, so as mercy they are allowed to live but sent to The Wall to find their honor and do their duty properly with honor, with everyone making sure to break them, Tommen would be weak but would work hard and cooperate, Joffrey would mouth off and complain and yell at people, both would have it bad but be broken, killing boys like them is not needed, service is punishment enough for them both.

Joffery would never be in a position of capture. I'm sure if he die in the event of something going down. I can see somebody potentially having mercy on Tommen, but it depends on who. Stannis would have killed them all no questions. Robb would have killed them all no questions. Jon.would definitely kill Joffery maybe spare Tommen. Dany would have killed Jofferymaybe spared Tommen.
Basicaly the only one who had a chance would be Tommen because he is weak. -

I think it was
possible
that both could have been sent to the Wall, but it would have to have been someone like Jon Snow who made that decision. Some would have determined it safer for everyone (else) involved if they were just killed.
'Underage' is a relative concept. How old do you suppose Lommie and Hotpie were supposed to be? We know Arya was roughly eleven years old and no one really questioned her place among them even though she didn't look much older than an eleven year-old boy. Ollie served with them and was taken as Jon Snow's apprentice and I recall Sam saying something about the youngest Lord Commander being something like
twelve years old.
In our world in the age of Wooden Ships and Iron Men boys were a regular complement of the crew, they'd join at about age 12 either as crew or midshipmen, the latter in training to be officers. As late as the sinking of HMS
Royal Oak
fifteen year-old boys served on warships in the Royal Navy and that was at the outset of World War II, though it was so many boys dying when it sank which caused the British to discontinue that practice.
I wouldn't give a plugged nickel for Joffrey's chances with the men of the Night's Watch, his attitude would have irritated just about everyone and he might get 'lost' on patrol sometime north of the Wall and that would be the end of him. Tommen might have ended up with the Stewards or something, probably something like Sam's duties as he could read and write and knew something of protocols.

Certainly boys could be sent to the Wall, and they'd be expected to do a man's work as part of the NW. But they didn't take their vows until they'd passed basic training, and it's not clear if kids could take final vows while they were still kids. All Jon's compatriots were adults when they were sworn in.
Now if Joffrey and/or Tommen had been deposed, it's not certain that they would have been sent to the Wall. They could have been imprisoned, executed, had their assassinations explained away as a "fever", exiled to Essos, or given a choice between the Wall and a Sept. Tommen might have been happier in the long run as a septon or a steward of the NW than as a king, anything that got him away from his mother could only be good for him. And I don't think anyone who knew what Joffrey really was would have been willing to let him live on in the NW or in a Sept, if he'd been deposed he would have had a pillow over his face within the week, or someone would have chucked him out the window and said he killed himself for shame, after being revealed as a bastard.

If Joff and Tommen had asked to go to the Wall, no one could stop them from going. Tommen could have flourished there, after a bit of training and getting toughened up. Joff would have been killed within the month just for being an insufferable dick.
