The story of RotS is absolutely the best of the prequels, and potentially better than some of the originals as well.
But the execution was downright awful.
No, the execution for Attack of the Clones was awful. The execution for Revenge of the Sith was just bad. I love science fiction, but I've never been as bored with a scifi movie as I was with Attack of the Clones. Even the title sucks.

Admittedly it's probably nostalgia at work. TPM is what got me into Star Wars. I was eight when I saw it so I've no shame in admitting I loved the sht out of it. Bonus points for evading the inclusion of the worst cinematic love story of all time.

I don't remember the prequels well enough to rate them. I just watched the CinemaWins series where they focused exclusively on the positives of the prequels, so I might rewatch them through that lense. -

Masterpiece tier:
- Empire Strikes Back - one of the best movies ever made, period.
- A New Hope - a near perfect adventure romp, that can be watched again and again.
Good movie tier: - Return of the Jedi - a satisfying closure to the original trilogy, that is somewhat marred by teddy bears.
Meh tier: - The Force Awakens: a well made film with some spectacular moments, but is let down by the fact it is a glorified remake of ANH, and has one of the worst Mary Sue protagonists in recent memory in the form of Rey.
- Revenge of the Sith: the only one of the prequels worth watching, has a strong beginning but falls into the usual stilted dialogue and obvious green screen environments that plague the prequels. Thankfully Anakin's fall to the dark side is an interesting enough central arc, and the film has tons of spectacular lightsaber battles to keep you interested. Still Darth Vader deserves better than this.
Jar Jar tier:
6: The Phantom Menace: the amazing final Darth Maul duel and 'Duel of the Fates' aside, this film has wooden performances, outdated CGI in abundance, a confusing plot with long boring political conversations, and last but not least Jar Jar the oh so great and terrible. - Attack of the Clones: at least TPM had an amazing score and lightsaber duel, this film has almost nothing of merit. It has some of the worst dialogue committed to film, a forced central love story that thought it was fvcking 'Casablanca' or something, a woeful performance from Hayden Christensen, and a story even more confusing and boring than TPM. They also turned Yoda, the ultimate figure of wisdom and calm in the SW universe, into a fvcking Video game ninja. Even the title is awful. Definitely the nadir of the Star War franchise, not counting the Holiday Special.
I haven't seen R1 yet, but based on reactions it sounds like it will slot into the good tier section next to RotJ quite nicely.
