You have just watched the black culture problem that permeates way too much of America.
It is not hyperbole to say it is like an insane asylum. Yelling, screaming, fighting. It's so routine in the black culture and that, more than anything, is why things like this happen.
The police are at fault, of course, but this is something that happens in black culture all the time, without any intervention by the police. And it is never ever addressed by the MSM and especially by the Dems, who will never do or say anything critical of black people. Unless they become Republican.
And there is little doubt the defund the police movement has done nothing but devastate the police all over America.
I'm moving to Canada where I know I can speak freely without fear of the government shutting me down. Especially if I become a truck driver. -

I'm not sure of what can be done.
I do believe that there are way too many people with way too many mental issues and too many of these people with access to fire arms.
