Baby Buggy Bunny is a Merrie Melodies animated short directed by Chuck Jones and written by Michael Maltese, released in 1954.
The animated short begins with a very tall, shadowy figure in a trench coat who is robbing a bank. After running away with the cash, the bank robber runs over to a baby carriage and throws the money into it, then he strips away the long coat to reveal that he's actually a dwarf on stilts!
A twist that happened 50 years before this movie.
He then dresses like a baby and hides in the baby carriage to escape the police. However, the dwarf loses his ill-gotten gains down Bugs Bunny's rabbit hole, forcing him to don the disguise of an abandoned baby to get it back, and Bugs Bunny basically adopts the "baby" but finds it suspicious that the baby is obsessed with the money bag, shaves, has a military tattoo, and looks like the mugshot of the dwarf on TV.

Yep, a neat, nice little twist if you stayed away from the previews for the film and not try to guess it. I was floored. Especially sitting in the theatre on two Norcos to help me get into the movie.
