No, because he was gay. Not because he was a serial killer.
According to scripture, men who lie with men have rejected God, and God "turned them over to a reprobate mind" and "gave them over to shameful lusts."
In other words, they are incapable of salvation. God has rejected them. It's beneath a sin.
Being a serial killer, though, is a sin, and can be forgiven.

I believe in universal salvation because God can't fail, right?
I also believe in a type of purgatory where the really bad guys have to go through hell to gain salvation. I would imagine Dahmer is doing a long stretch there.
