    What would happen if at the end the allies manage to kill everyone else? Do they kill each other then? That would be a really awkward situation. And how can you trust your ally not to unexpectedly kill you?

      Alliances are temporary arrangements for mutual gain. The career pack is intended to
      efficiently kill off the weakest tributes and the biggest threatKatniss. There
      must be some degree of trust. The careers train together. Katniss and Rue are
      attracted to each other because Rue reminds Katniss of Prim. In a group such as the
      career pack if one person goes rogue, unless he/she can kill all the others then the
      rest would kill her/him. But the pack would have to split at the end.

        If there's a plot hole in the movie, it's why there aren't MORE alliances. If the careers "usually win", why don't all of the non-career districts make a pact not to kill anyone until all of the careers are dead?

          It's probably been tried in previous games but failed more than it has succeeded. It's the same principle as that a small but well trained army more often will beat a larger untrained force. The careers have been training for this for years, while the other kids have had other responsibilities preventing the other districts producing those "soldiers". The careers also trust each other to a certain extent, because that alliance is so established.
          It's more difficult for the other tributes to even kick off the alliance. Who do they trust, who and how do they approach. Can they trust that the other tributes will follow through. The yonger/weaker ones would know that they could only be useful as cannon fodder for the alliance, therefore they would not agree. The alliance should try keeping it a secret, to add the element of surprise, but that would be pretty impossible due to the size it would have to be. And all those problems are before they even get to the arena.
          There, the only way they have a chance is beating the careers to the cornucopia and killing them off. Even if some of their alliance reached the weapons first, a lot of the alliance would balk at the last minute and they would lose some of their number, plus demoralising the rest. The careers probably also know how to effectively disarm someone and/or fight bare handed.
          Best case scenario, lets say 2/3 of the non-career tributes agree to an alliance. That's 12 vs 6. How many of those would be capable in a hand-to-hand fight? How many have experience with weapons? How many have the guts to stand, fight and kill seconds after entering the arena? How many would be able to overpower a career? IMO, the odds would still be in the careers favor.

            Yes, if an alliance makes it to the end, the alliance then turns on itself. That's expected, and everybody knows it. Even Katniss allied with Rue was wondering in the book what would happen if the two of them made it to the end.
            However, alliances still make sense. Mathematically, you have a 1 in 24 chance of being victor, assuming all tributes are equal. However if you're in an alliance of 6, and it is able to pick off everybody else without casualties, so your alliance makes it to the end, then you have a 1 in 6 chance of winning.
            Alliances can and do occasionally feature backstabbing. However, anybody who turns on their alliance is quickly killed by the others (unless they can kill everybody remaining in their alliance at once). A Career generally won't backstab too early, because even if they win they'll be shunned back home, since they made it harder for future tributes from their District to be trusted in alliances.
