I didn't get the story but wasn't there a scene involving her leaving a small boy on his own after, luring his parents to their deaths at the beach or something?
If yes, she's evil. They should had called Dutch, Lt Harrigan, Keyes or the Predator himself to take out the threat. -

Yeah, There was a scene where she left a small boy on the beach but the boys parents didn't die because of her.
The mother's dog was drowning and so she went out to chase and they both ended up drowning and as a result, the father then went in after them and he then started drowning, a swimmer that was nearby talking with Scarlett Johansson's character saw what happened and went in and pulled the father back out. When they both got back to shore, the swimmer fell down on the rocks tired while the father went right back into the water after his wife and he ended up drowning.
As the father went back into the water, Scarlett Johansson's character walked over to the swimmer who lying face down on the rocks, she then picks up a rock, and then hits the swimmer on the head with it.
