To get the suspect to accept him to allow him into their lives, homes and places of business the way they did?
If he had been abrasive then they would have kicked him out and cut him off.
Or was he really this moronic slob who just happened to be a good detective and figured things out?

Yeah, he played this annoying yet tolerable sweet natured guy.
Of course the suspect has to accept him, however reluctantly, to try and seem inconspicuous and I think that gets to Columbo on who to suspect.
