"based on" is always a loose term. It likely means just things like school shootings etc. Saying it's based on real events is just a marketing thing to sell the movie, that's all.

Most movies are based on true events, albeit very loosely.
I actually can't think of a single movie that couldn't make this claim.
It means nothing!
