He's not a man nor is he seen as a man by anyone. He has one set of standards for himself and another for everyone else, even though every person he meets is better than he is, further along in life, and can name at least one thing they have to live for, whereas Fugazi cannot.
Fugazi is proof we need masculinity now more than ever. This guy shouldn't even exist. When hungry was talking about kicking his ass Fugazi was whining that hungry "wants to beat me." Imagine uttering those words yourself as a grown man. He's a disgrace and if either of his dead parents were worth their salt they would've shaped him up before catching the first ride off the planet.
