It's supposed to be a system based on your skill/talent, but what it often means in politics is ignoring the systemic prejudices and disadvantages of minorities. Like a black person born and raised in the ghetto will go to worse schools since the ones in richer neighborhoods are vetter ones. There's more stress at home due to financial stresses in the home. Sometimes kids will go to bed hungry. Variious factors like this complicate a "merit" based system. It's not a true meritocracy.

Nah, not systemic reasons, mainly single motherhood, which is like 75% in the black community.
