I watched it twice now and it was worse the second time.
It would seem to me the machine that cures all would not be such a big deal to have down on Earth? I didn't get that part.Look we have sections of America all over the country that cater strictly to the wealthy. No one can just move into Bel-Air and security will throw you out. Or any of a thousand locations.
So since it is a totalitarian society, enforce birth control, and put the healing machines where they can be used THEN the people wouldn't be getting killed trying to get there. The brutality however didn't seem as though even the wealthy would put up with.
OR conversely if they are so willing to kill anyone getting near the place they should have no problem with wiping out most of the population.
The one thing in the movie overlooked is that it is too many people on Earth. Drop it down by birth control over three generations and the planet comes back.
They who give up liberty to
    obtain a temporary safety deserve
    neither liberty or safety

Yes, that sounds like a most humane method to control overpopulation. But then the ruling elite would have no cheap sources of labour to exploit, would they?
