The man that played the Captain is a real cop and the movie is roughly based on his experiences as a street cop in LA.

I kind of thought that scene was something like that. He just didnt sound like an actor. Still a cool scene.

As soon as he was on camera I knew he was an actual cop. Actors can't pull off that cop vibe.
