Easy for a Brit to say. We live on a semi-secluded small island, with a much less diverse population. Like other european countries, we are much more of a communal country than the US could ever dream to be.
The US has a much larger population and land area to police efficiently. They have also adopted and promote a much more cut-throat version of capitalism.
The working classes are still respected in the UK. In the US they are seen as bottom-feeders. This is what drives their crime rate and ultimately private gun ownership.
Things like spree-killings will simply have to be handled another way.
