For me, the main difference is that in Dredd the lead is a bastard who just doesn't care about human life. In The raid, they do what they have to.
Of course he does, why would he have that job if he didn't. He had a job and killed anyone that got in his way, basically anyone in that building was a crook or drugie that could pull a gun on him at any time. -

Whatever Dredd thinks is law. If Dredd thinks killing an innocent is the right thing to do, then it's the right thing to do.
Dredd is not a "good guy". Dredd is The Law. -

That's kind of Dredd though, that's what the character is like in the comics, he's not a nice guy, he's the type who basically has a job to do and will do that job regardless of who he has to go through to do it. Actually, if anything, Dredd the movie makes him a little nicer than the original characterhe's almost more of an anti-hero in the comics than a good guy.

Actually, if anything, Dredd the movie makes him a little nicer than the original character.
Case in point, Dredd didn't arrest the homeless guy for loitering in front of Peach Trees and gave him a warning to be gone before he gets back. In the comics, Dredd would have gave the guy a few months in the cubes right there (though in his case it probably wouldn't be bad).

For me the main difference are the fight scenes. The Raid was more raw, brutal, and stripped down whereas Dredd had a lot of gadgets and fancy artillery. I liken The Raid to the Bourne films whereas Dredd is more like a Bond film.

No offense, but the script for 2012's "Dredd" was written waaaay before the completion of "The Raid" (BTW, a solid 8/10 iMDB rating for me - "Dredd" has less, but for reasons which do not include the way action scenes are handed).
The fact is : they don't talk about the same thing. And no one can imagine Dredd do martial arts stuff at this rate (or you do not know "Dredd" - the comics).
