Is this a movie about the worst swat team ever?

I'm not really into this stuff but having watched the first twenty minutes I've spotted some basic tactical errors by these guys. Two guys reading the paper waiting in the armored car, a guy coming to the window after hearing two guys get shot and standing around to get shot himself, and the other guy turning his back on a captive who was able to slash him with a knife hidden under the table in a room which evidently they did not clear.

The whole SWAT team was incredibly stupid.
Hell, the protagonist even refuses to carry a loaded gun (even with one bullet left) cause while carrying a wounded soldier, even tells the wounded man to leave his knife behind.. THE SAME KNIFE THAT POSSIBLY JUST SAVED HIS LIFE.
Then again, movie is from a country which actually has terrible cops and all. Not really something to be surprised with.
