I'm not sure if it's because it was produced more in America for the third season, or because the third season was longer than the previous two, or because I drained myself out watching the entire series over the course of two weeks (1-2 episodes/day), but I definitely think this third season has taken a dive when compared to the first two. I've heard mostly good things about the third season (so clearly I am in the minority), but I just wanted to share my opinion with a couple of others who shared similar thoughts.
With the exception of episode three, nothing really drew me in or kept me in thought once the episode had finished. No entertainment and no thought provocation. -

Panties? Nonce. Well Laser..Do you have an assoication with either or both of those words. Directed at someone you know to have been a reject even in a jail who cross dresses. But then again maybe revenge has indeed been taken on some prior occasion on a NONCE. No idea about the last Tales from the Crypt at all. Not seen any. But do know this. You must have more deviants locked up in your system than we do purely on the population numbers and while we confine serial killing to a rural setting of Midsomer we are entertained by the plethora of mastermind serial killers in just about every cop related show made in the USA. I would say almost celebrated over there. Mind you the advantage you have in some places is that you do the decent thing and [eventually after the legal system has got its few tons of money] get rid of them when they are of pensionable age.
I oft get my panties in a twist. Hats off to the man who can spot a NONCE. A superpower???
