Somebody above mentioned Washington, DC, which I would love to see. Rockstar could add a political theme the same way Ho

I was thinking today about a GTA in realistic Florida state, Not like V that features only a fraction of California, but similar to original San Andreas game, with three(or more) big cities: Miami (Vice City), Tampa and Key West, for example, plus Florida countryside,
A return to LC or LS is unlikely because R* have already done them to perfection in IV and V. It's better to leave these cities as they are, with IV delivering perfect New York experience and V delivering perfect Los Angeles experience. -

This appears to be
non sequitor
reasoning. It assumes that the cities would be redesigned once again, so soon, which is hardly a "return." In fact,
4
included two DLC that simply included stories (episodes) set in the exact same backdrop. More of such games could be published. Also, even if the Liberty City and Los Santos of the "HD universe" are perfect, neither
4
nor
5
as games (with features) are. Even
The Ballad
has an atrocious deficit of activities like parachuting and street races. The lack of mod shops and purchasable vehicles is shortcoming. The only reasons not to return to Liberty City or Los Santos would be that a new "never before seen" setting would be more interesting as far as progressing the gameplay and story, but it wouldn't hurt for the next game to include a new city or group of cities in addition to perfected Liberty City (with Alderney) and Los Santos (with Blaine County), the option of traveling such great distances being part of the overall role-playing game ambiance of it. The protagonist would simply go to the airport and select a destination. -

Windy City (Chicago) due to the North Ends bright lights big city aspect, and South Sides Urban Crime Environment would make a wonderful juxtaposing forces blending in the story lines P.S. Cameo by Ferris Beuller and the Mustang is a must.
Capital City (D.C) would be cool too -

What if they make a game outside America. A new so London 1960s does not count. What if they make it an European country. They could try with famous European countries like Germany and France and then go to the unknown s**t like Bulgaria. They could do a game in Russia. They have to try some new locations.

Or, perhaps Brazil. Rio is an awesome city with a ton of crime, it would be perfect for a game like GTA. -

Rockstar said that GTA is a "US affair", so no non-American cities.
Also, while in Rio there's crime, you can't say Los Angeles or present day New York are cities where people just shoot each other in the middle of the day, it's just the satire about America which make GTA complete.
For me, it's Miami for GTA 6 simply because after remaking Liberty and Los Santos, I think Vice City should get it modern remake, especially since it was a very nice game too.
Keeping the same period would also be nice.
As for a Bay Area game, I would put it in 2nd place, maybe the GTA 7 could be centered there while San Fierro, I think Las Venturas is just too insignificant for a full game, practically the strip is almost all of it. A GTA Mojave would still be a possibility though.
Only after Vice and San Fierro, I would like to see it in Liberty again, with a better reproduction of New York this time. -

I'd like to see Boston or Philly.
A setting in Europe somewhere would be interesting; if they want to draw American audiences in they could make some American characters touring in Europe and getting involved in stealing cars and pulling off heists operated by European crime lords and bosses. I definitely think a GTA in Russia would kick so much ass.
GTA somewhere in Australia would be neat, too.

London 1979. Urban decay. Squat culture. Red buses. Black cabs. Ford Capris (or at least the in-universe iteration: let's call it the Vapid Procida). Punk rockers. Disco dollies. Nascent new romantics. The old left. The new right. The NF. The IRA. And a right bunch of East End villains. Who could resist?
Make tea, not war.
