I'd like to see Boston or Philly.
A setting in Europe somewhere would be interesting; if they want to draw American audiences in they could make some American characters touring in Europe and getting involved in stealing cars and pulling off heists operated by European crime lords and bosses. I definitely think a GTA in Russia would kick so much ass.
GTA somewhere in Australia would be neat, too.

Nascent new romantics. The old left. The new right. The NF. The IRA. And a right bunch of East End villains. Who could resist?
