I agree with the ounce of prevention thing….
He helps the orphanage and even turned his manor into one when he faked his death.
So I suppose we could assume a lot of those at risk vulnerable kids won't grow up to be criminals.
Besides that how else is throwing a bunch of money at it going to stop crime?

I just hope the awful Robert Pattinson Batman movie doesn't spin off a load of more DCEU superhero movies. The Penguin was actually genuinely pretty good and they should leave it there.
It's quite nice going to the cinema and not being assaulted with garbage American CGI cheese-fest superhero movies designed for old, low educated Americans like Steve Lake and Hungry.
