What prequel material can they use?

I mean they can't go in between Strange New Worlds and the original series, between Enterprise and Strange New Worlds could work but it's a bit meh (And highly Trekkie) and going before that it's between First Contact and Enterprise (Which is hardly in space).
The whole thing sounds off to me, but I'm happy to be wrong.
What do you think this Star Trek prequel movie will be about?

I think that they should make it about a study into what drives people towards a career in Starfleet. Is it a sexless marriage what does it OR is it a thirst for travel and knowledge.

Well if it's the beginning Bobby it would be all risk and reward, adventure and experimentation with the unknown species out there and whether they are trying to control us or is it us trying to control them.
It could get quite testy and heated in whole bunch of ways
But once it becomes going on a luxury cruise ship and stopping off at well known places and there's always those replicators making any food or drink you want, well, it gets a bit naff.
But yes, this is a PREQUEL and so it has to come BEFORE something. But with so much, before what?

I think that it should be about Zeffrome Cockrane starting Starfleet and all of the trials and tribulations that he faces whilst doing so. Think about it…Zeffrome is trapped inside a loveless marriage and then comes up with an idea…Starfleet! He needs a hobby so that is what he does. There should be Klingons too and Cardassians and Ferengi and the Mirror Universe should make an appearance with Borg!

Klingons don't meet humans until the first episode of Enterprise Bobby (Broken Bow) and the Cardassians don't show up until Next Gen, the Ferengi didn't show up till then too but Enterprise managed to sneak them into an episode
There's always a Mirror Universe episode (Of some type) but I don't think the Borg should be in it again. They're already freezing their asses off in Antarctica after First Contact but before their Enterprise episode, not to appear again until Next Gen times

Well they’re a bit stuck then aren’t they!! You see this is the problem with prequels, they need to stick to ‘canon’ and so creativity is very limited as a result.
The only solution that I can think of is that a troublesome sort travels back in time from the Picard era to the past and destroys Zeffrome’s marriage thereby creating a brand new timeline where anything goes (much like they did with the more recent movies).

I think they've messed about with timelines plenty already on Star Trek Bobby. No more of that or it loses its mystique
Maybe if they had something like your Muppet Babies idea where all the people we know from all the different shows show up as cartoon babies or something then it could cross pollinate all the different series and bring everyone together in a fantastical setting
