I'm thinking you're right. Change the setting to some down and out Irish, Italian, Jewish or whatever ethnic minority in 1930s Boston (lets keep it where the vampire ship landed). Plug in all the stories about discrimination they suffered then bring in the vampires. It may have been watchable but Oscar worthy.

I liked the cinematography and sort of the story, but it was 45 minutes too long.
