I have nothing against low budget horror, it can be real fun, I've made a few of my own, as long as they either deliver on an intelligent, and creative script, a lot can be forgiven even overlooked.
The cast here, likeable but lack emotion for the situation. The story? Okay. The follow through? Not really compelling due to lack of any atmosphere, sound engineering, music, sound track, sound engineering is what made the first paranormal activity so effective, that's missing here.
Brother not that effected by sister's suicide, and no one really effected by the next girl, and then she's forgotten for the entire last half of the picture.
Also, how does a girl cut her throat and talk just fine? That's a bit silly and again, destroys the mood.
Some films benefit from low budget while others fail from a big budget, think original Nightmare on Elm Street vs the remake.
This movie suffered from a low budget due to absence of atmosphere, music, and sound engineering.
Where was the mood? Where was the sound engineering, the music to draw the viewer in?
One of the biggest failings was also in how easily the devil moved between bodies it was possessing it was not effective, it felt boring, and lacked build up it was meant to be terrifying because it was so unstoppable and powerful, but it wound up falling flat and being boring and like an old video game.

"The cast here, likeable but lack emotion for the situation" The acting was the Achilles heal here. Just plain horrible.
