to be Fair the two failed Breaches did affect the Plot to a degree but if you'd read any of the teaser articles they pretty much admitted that Barry and Cisco would only drop by for a Cameo to recruit her although you'd think Deus ex Flash would have been good resolution
similarly if I read it right the main action is limited to Flash and Arrow with some residual loose end tying to occur on Legends
BTW Arrow is marking it's 100th and apparently has a 'Wonderful Life-Esque' sub plot which will A. keep Amell out of the Crossover story and B. feature him in the 'flash-sideways' of a non-Arrow-ful Life
so yeah when all is said and done the only 'Real' Crossover / super-friends Power-Hour will be on Flash
But really since SG is still Clearly on Earth 34b while the rest of the shows are Earth One with time travel seasoning the best result of getting the crossover out of the way now is that it opens the door to seeing people pop up on 'the wrong show' as their doppelgangers (apparently Wentworth Miller and Barrowman are contracted with options for all 4 shows) -

I think it makes sense though. Supergirl has only met Barry and no one else. And also those others probably wouldn't be able to help her story plot as much as she is able to help theirs. Remember, she's dealing with Project Cadmus. And meta humans don't really help that cause. Or the Arrow. Or other humans.
