Are they just scrapping his real name or do you think he lied about his real name for a reason and copied Kara's last name, making up his own first name? -

Possibly.
Lar got the 'el' part from possessing some maps of Jor-El's, so Clark thought Lar was his older brother, and Mon came from being found on Monday.
Kara's Kryptonian name is Kara Zor-El. Maybe he didn't become Monzor-El because the last names are applied differently for Kryptonians. -

Females took their father's entire name for their last name, so she was Kara Zor-El instead of just Kara-El, as she was the daughter of Zor-El. Males only take their dad's suffix, so we got Kal-El instead of Kal Jor-El.

The only rationale I can think of is that they really wanted to hit the Legion of Superheroes connection, and Mon-El is the name most closely associated with the character. I think they could have just gone with Lar Gand; the fans would know who he is.

Why they nerf him on this show?
The description of him in the comics seem to suggest he's every bit as powerful as Superman and Supergirl
They make him more like 1938 Superman (who originally couldn't fly, wasnt that strong and didnt have the heat vision or freeze breath either)

I think he was actually one of the royal family and they guy that sent him off in the pod was his guard Mon-El(or maybe he just chose the name Mon-El as a way of breeding familiarity with Kara). His real name will be revealed to be Lar Gand which he didn't want to reveal to Kara at first becasue of the royal family's reputation.
