It was the long build-up the villain and hero terminators/Kyle had before acquiring their targets.
There was no build-up here. Both the Rev-9 and Grace found their target almost immediately after they landed. The Rev-9 didn't even take time to get weapons, which was always a mission priority in previous films. He landed at Dani's apartment complex for crying out loud!
It also didn't help that the Rev-9 already knew what Dani looked like and where she lived. Compare to the other ones, when the villain terminators would have to find pictures of their targets, look at criminal records, look in the White Pages and play process of elimination.
This build-up and anticipation were the best parts of those movies. It gave the film a chance to develop the villain terminators, and see their abilities when they aren't being subdued by the protagonists.
The first confrontation in T1 was the Tech Noir club scene, and in T2 it was the galleria scene. Prior to this, we get a long build-up and backstory for the villain terminators. We see them first acquire weapons, Arnold killing the gun shop owner, killing the punks, breaking into cars, killing the other Sarah Conner, killing Sarah's roommate and her boyfriend, etc.
Dark Fate goes right into the confrontation. The second time we see the Rev-9 after he lands, he's battling Grace and Dani's job. So he didn't get a proper backstory, and we didn't get to see him doing "evil" terminator stuff. His character development sucked.
