It was extraordinarily rare, and mostly relegated to the African provinces.
The Romans didn't have our concept of "people of color," and their discrimination was tied to nationality and class more than race.
They didn't view the Greeks, the Egyptians and the Persians much differently, as that whole area of the world is generally olive-skinned and ethnically mixed. But you would not find, say, a black African Roman senator. You wouldn't find an abundance typically white, blond-haired, blue-eyed people either, as those traits were associated with "northmen" and "barbarians" like the Gauls and Visigoths.
There were some prominent Romans and at least one emperor who had African descent, maybe a great-grandmother who was raised in a province and that sort of thing, but they obviously identified as Roman.
To say the Romans didn't care about skin color and ethnicity is inaccurate. To say they viewed it differently is a better way of looking at it. -
