You also have to realize that it started in China. So they've had more time to
"flatten the curve"
as they say.
Note: I checked on Wikipedia, and could not find that statistic.

One reason the US has more documented cases is because we’ve been able to test more people than any other country. The numbers of actual positive cases in Italy or China may outnumber the US but most go undocumented because they don’t have the resources to test as many people as we do.
